Free summoners name change at level 30

i think we should be able to get a free summoners name change once we reach level 30. Many of us did not pick names we are happy with because at level 1, you are forced to pick a name and it's done forever. Unless you want to pay of course. Also, after people have experience with League of Legends, they might want to pick a name with a theme related to league. I think this would be a good idea for all of us who don't want to waste hard earned ip (since it costs over13k) and don't want to waste 1300 rp just to change our name. What do you guys think?
