EDIT: It occurs to me that saying "Champion X's Q" or something probably doesn't mean much to you if you're not that experienced with League's champions; My apologies.
Hmm... Honestly, I can't say there's many cases of "X Champion = Y Hero"; it's more like "Y Hero has Champion X's Q, Champion Y's E, etc. etc. And Vice Versa"
For example, Puck's Q is like Lissandra's E, his W is almost like Blitzcrank 's ultimate, his E is kind of like Fizz} 's E or Lissandra's ult, and his R is like a very modified Morgana Ult.
There are plenty of global ultimates like Ancient Apparition's ult, though not QUITE the same: Ashe, Jinx, and Ezreal all have a 'global range skill shot", though out of the three of them, Ashe's is more used for utility (Jinx has an execute, Ez can pass through more units).
Also, all three of the ones I mentioned are ranged Carries, while Apparition is more of a support if memory serves.
Enigma's Black hole... hmm... closest thing that comes to mind is Orianna's ult, but that's less "Hold them all down for a long time" and more "Bring them all to this point real quick for my team to unload AoE on them".
Viktor's W maybe, though that's more 'Slow enemies in this area, group them together at the end'. There are definitely 'suppression' type skills (You channel while CCing someone to death) but they're all single-target.
Venomancer... Off the top of my head, Zyra has something like that, though they don't last as long as Venomancer's wards, and it's sort of on a combo system (You put down a 'seed' with her W skill, use another ability on the seed, and it'll turn into one of two plants).
