Champion select flaws? Or internet/cpu issues?

So ive been constantly been having issues with my league client. Once in champ select everything will freeze with someones timer at 0 then 2 things happen, 1) It jumps up to pace and its my turn to lock in which i do and i get into game. Or 2) It continues to be frozen for a long enough time to where i call it quits and have to dodge. This really frustrates me and happens too often. I would like to ressolve this issue wheather its through the server itself or something on my end. If anybody is having similar problems or has experienced these problems, please feel free to let me know what the deal is.
