How to get Riot to actually listen

Everyone has that one person on there team that just seems to not want to properly play. either that want to just feed or they trash their team. What I don't understand is why Riot can not see this as a issue. they have implemented ways to help weed out the bad ones but in all honesty has it helped? In my opinion it hasn't and I feel like as the community we suffer. Less than twenty minutes ago i just finished a game where I have a ADC Corki who decided that it was more effective for him to run and give the enemy ADC kills. Would you like to know what started this? a jungle Shen getting a accidental kill. This isn't even the most irritating part. I get out of my ranked game to not even get a loss prevention. The times where they are actually needed we never receive them! we give them to players who rarely deserve them and the others who do thank God that they were saved from being demoted because of the loss prevention. In closing Riot I hope you see this and other player see this and bring it to their attention.
