cant buy riot points with my visa debit card

i am from india and i play on euw server when i was trying to buy riot points for first time i am getting an error message saying YOUR PAYMENT ATTEMPT AS BEEN DECLINED BY THE CARD PROVIDER. PLEASE CONTACT YOUR CARD PROVIDER FOR MORE INFORMATION when i called my bank customer care they say that my card is on active mode to make forigen trasaction still y do i get this error can any one help
