Way to spend leftover ip?

Well many complain about not being able to use their ip for anything because they already have what they need. So why not create a system to spend this ip? Players should be able to spend that ip on other players. I'm not saying to unlock a champion or skin. But why not use the ip to let players rent skins or champions for a period of time? so not to abuse this system riot can limit the number of times for renting a skin or champ. Maybe 3 times a week and the players that receive the rented champ or skin can't have more than one or two rented champs or skins in the given period of time Just an idea, if you want to add in feel free. Maybe someone already thought of this if so let me know. if there's a flaw to this feel free to say so.
