This system is constantly penalizing me for internet disconnections, and this does not even happen frequently. When it does happen, I always reconnect within 5 minutes. I do not deserve to be punished for an uncontrollable event. BULLSHIT.
The mentality is that your "uncontrollable event" is removing you from the game for minutes on end and the other players are suffering your absence. The justification is 'why should you get a pass on making the game harder or less fun for the others because you have bad internet.' The message is 'get better internet or don't play.'
Whether that's fair or not is another discussion, but there is logic behind these punishments. There just isn't always a solution other than not to play.
