I've been hearing about this a few times, and I'm wondering when they're given out?
I read of a number of people getting their skins by now, but I have nothing.
I've been playing since late 2013 and I've never been banned/chat restricted/ranked suspended and I still haven't gotten one. ; - ;
I believe players who made their account earlier are getting it first, since you did not start playing until 2013 it could take a while for your name to come up on their lists
Do you have to be 30 to get the skin from riot?
You have to have atleast 10 champions with more than 10 giftable skins in total. Eg. You cant have just udyr/ just kha zix/ just rengar etc.
