Riot official statement on chat/ranked restrictions and season rewards?

Hello everyone, I am wondering if Riot ever released an official statement about the chat and ranked restrictions, as it is a little unclear who will and will not be receiving rewards for the end of the season.

Riot Socrates said there would be an official statement posted the following day, but I have searched the announcements board a month back and there is no official statement I can find anywhere. I also searched for Riot Socrates' posts on these boards, but he has not posted too much on here.

I'm asking this question because I am currently chat restricted, and I do not believe I will be able to finish my restricted games before Nov. 11th. Although I did cut out a lot of my toxic language in game, I admit I still can get a negative attitude. Am I just supposed to wait until the end of the season to find out if I earned my rewards? I would at least like to get some type of notification that would at least tell me I am ineligible for end of season rewards.

I believe there were some posts on the old forus clarifying further.

Just being on chat restriction will not keep you from getting Ranked rewards. At first it sounded like being on ranked restriction would, but then later they said it would only be some of those players.

You should try to finish your ranked restriction games out if you can. That's probably the only way you'll know if you've improved or not. Make sure to throw in some 'genuine' compliments so the system believes you have improved. If you receive more restricted games than you did initially, then you know you're not improving and probably won't get rewards.
