Boosting, in its formal usage, is where one player pays another player to play on their account and "boost" them up the ladder, winning games on their account for them until the account reaches the desired rank that they agreed upon. It's not common in NA, from what I gather, though of course I have seen certain personalities post examples. I wouldn't worry about it.

To me that's basically the equilvency of paying people real money to give you large quantities of in game money because you're too lazy to get it yourself, that or obtaining specific gear or just like how 'boosting' works in MOBA, it would probably be power leveling an account whether its thru illegitimate exploit measures or just some no'lifer spends a few nights rushing it up.
Regardless of the game genre, its basically another scummy example of intolerable actions that should really get you banned for performing third party payments for 'unfair advantages in a game.', Doesn't help it means low skilled players get to be instantly popped high in the ranking, resulting in matches they do at that rank mean they are likely sorely ill prepared to face that level of game play.
Very least i'd rather people would have a friend or several carry them to a higher rank by them playing matches together so they learn how to play in the higher tier and develop to it, maybe discover new tricks you can learn with particular champions (such as something interesting as being able to perform 2 particular actions together for some sweet interaction shenanigans).
Sadly just like RMT, its a thing that isn't going to go away till some really harsh punishment system against such practices, which pretty much likely end up hitting any really good players in the process too that win many times and lose few times and end up jumping up fast in the ranks. Only way it could is something happens to instill a major good old fear to completely stop doing such practices ever again.
