New Mid Laner
I want to get a new mid laner but i don't know whether to get 
or 
if anyone could shed some light on who's their favorite and who i should get.

i reccommend azir or zed. Vel is very meh in the mid lane, and ahri is getting gutted next patch. I would personally go with azir, but that just depends if you want a control mage style or an assassin.
Go with Vel'Koz if you like playing long range poke champions like Xerath, Lux or Ziggs.
Go with Zed if you like to play the assassin type champions like Talon or Lee Sin.
Go with Azir if you want to play a unique zone control mage, similar to Orianna or Anivia.
Like Y For Yoshino said Ahri is probably going to get nerfed soon. So spending 4800 IP for her might not be a great idea.
I would recommend Zed first then Ahri. Zed is an overall great assassin with great outplay potential and great burst, though his ult can be easily countered by Zhonhya's, QSS, and champions abilities, such as fizz. Ahri currently is really strong even though she is getting nerfed next patch, but its not exactly the worst nerf, its a balance to her dmg output.
I just got the other day and I love playing him. My first game with him I went 24/5/21, so it was easy to love it, but his gameplay is fun and it's rewarding landing your combo to proc the true damage, and ulting team fights to melt everyone is great
