Remove Leauge of legends Runes Tiers requirements

Started a new account on another Server to play with my freinds in that server, Even thou i am gold , i start losing when getting matched with Bronze enemies because they have a Full Tier 3 rune Page and i can only buy Tier 1 Runes to fill 8 spaces in my runes page, I think that players should be able to purchase tier 3 runes at level 5 instead of 20 and have the Full amount of rune capacity in each rune page,and the same about masteries , everyone should have 30 points in masteries at level 1. The Outcome if this change happens:

Good: Everyone has a fair match up not matter what their level is.

Bad: There are less reasons why someone should level up.

This is actually such a terrible idea, then actual new players, not just kids smurfing, are going to have no idea what runes and masteries are so they'll never touch them, meanwhile theres someone surfing who knows how to use them, giving themselves not only an experience advantage but also an actual in game stat advantage. Terrible idea. -1

I really don't think a gold would lose to a bronze just because of runes and masteries. Also, a rank on one server is not the same on another. A silver on Korea would be high diamond on Brazil.
