community features that LoL needs?

What are some possible new methods for the community to improve and/or police itself? Things like:

--Ability to re-read tribunal reports that you've submitted, and view their outcomes. Seeing the direct result of your own legitimate reports would encourage use of the system and help players feel like they're actually making an impact by using it. --Private messaging teammates in game and in champ select without them being on your friends list. This would be quite useful when communicating with your team on how to deal with / ignore trolls or toxic players without them hearing. Would obviously come with a mute feature.

More significantly, what are some possible features that Riot could implement to more quickly punish trolls and toxic players?
