Wounds as a Stat Debuff
Just a random thought for a hypothetical new mechanic which I'd like to see what more experienced LoL players opinions would be:
What if Riot added a rare (restricted to like 5% of champions and/or 1 or 2 items) debuff "wounds" that would temporarily lower you total health by 1% per wound stack as a counter to healing.
Additionally I thought this could possibly be used to balance health based champions who've been problematic to balance due to the difficulty with their sustain.

Yea/Ney? Problems? Winners and Losers of such a system?
