@Riot: Question about the "Loyalty" program?

I play a lot at http://howies.com/ and while internet cafes aren't as big a deal in NA as in other countries I think this could be a really cool thing to improve local League of Legends communities in NA and attract players to places like this! Any thoughts about making this like something any business can apply for regardless of region?
