I need a program that can handle games like LoL. Hypercam 2 lags behind too much to work, so should I get Fraps, Bandicam, or Action? I'm willing to pay Youtube license for any one of these, but nothing over $60.

Look up Open Broadcaster Software, otherwise known as OBS. Good for recording, streaming and is readily twitch.tv compatible. It's access to advanced features can be a bit intimidating at first, but there are plenty of guides and it's very very versatile. It's what I personally use and I haven't run into many problems.
