Freeegg and lolacademy Spam accounts

How are these still a thing? I thought they were just bots programmed to hit lvl 30 then start spamming, but recently i started paying more attention to the 1 or 2 lolacademy accounts that add me daily. All of them are lvl 420 (seriously) when you hover over them in friends list and most are either challenger or diamond, but when you click on their accounts they have the default icon and are lvl 1.
