I wish the answer I'm giving you wasn't the best answer... but it's to prevent duo queue abuse and rank gain.
If 4 people never get punished for AFK's, then you duo queue, and then if you're lose, have your partner leave and you get a loss prevented or less point loss.
It's terrible I know, but it's the best way to prevent abuse. It horribly punishes us.
I think an AFK/Leaver ranked should happen where those who have frequent AFK/leavers get paired with other AFK/leavers to put them on a downward slope so that it further discourages people from leaving games, ie, if you start afk/leaving, you will be on teams that have afk/leavers, which means you'll lose rank a lot faster than others and if you don't afk/leave, you're paired with more people who stick to the game and try.
Unfortunately this suggestion has never been responded to in the past by any reds, most likely because it'll take more time to program this into the matching system.
I'd rather wait more and get fewer AFKers because the vast majority of my ranked losses came from people who rage quit or AFK-ed in the fountain. So I feel your pain.
It is a variation of prisoner's island. I actually haven't seen any responses as to exactly why but I do recall them dodging the question as it is something they don't support because they allegedly think people should focus on their game and not how the team is doing... which is counter intuitive IMO in that league is a team game and that you still have to work with your teammates and sometimes you're just F-ed because of your teammates. I've had games where I'm at a perfect KDA with no deaths and the most kills on my team, I have the highest damage dealt to champions in the game, highest kill contribution %, and yet.... we lose the game.
This feels like Riot wants players to self regulate and instead of saying "well since top went AFK, We as mid, jungler, and bot should be warding more, be more conscious of the map, and win." Unfortunately, in the land of make believe, that works 100% of the time but in reality, it is often not the case and you can't win when someone else screws you over because they played poorly.
The problem with that is the players who AFK/leave are the ones who really don't care to learn what they did wrong and how to improve because they don't keep trying to get better and not make their situation worse. They just throw their hands in the air and give up and hope to play against someone worse than them rather than become better players.
EDIT: In the end, if you play hundreds upon hundreds of games, you will eventually get to the rank you deserve, but that's hundreds of games of frustration that make you start to question why are you so masochistic to put yourself through that much stress? Why not play a game that is actually fun and where the developers actually care more about the player base?
But then what happens to the people who band together and try to bully the one person who did poorly in the game to quit and give them a less harsh punishment?
It'll just increase the toxic behavior that already exists
