"Plz report X for Y" and the Summoner's Code

I think the Summoner's code is the best thing to happen to any gaming community. A clearly defined system of behavior that reflects the eccentricities of the game involved, with a clear punishment system to support it is just what these communities need to limit the toxicity that seems inherent to many gaming communities. Revisions like adding Pick>Call have reinforced these ideas, and have reduced the amount of rage I've seen a great deal.
That being said, there is one common sense addition that I view as necessary. Asking for a team-member to be reported in all chat is never helpful, and often causes the person to get even more toxic. I understand that it is frustrating to play with a toxic player, but can it wait until the end of the game? Besides, I have never reported someone based upon an All chat comment other than "AFK" or "Intentional Feeding," as it becomes a game of he said, she said. Please Riot, Add a line to the summoner's code disallowing or even just discouraging allchat report requests, with the caveat that players can ask for an allchat report in the postgame screen.
This is my first time posting, so please forgive any formatting errors!

The Summoner's code doesn't solve all issues, of course- but it has helped encourage positive behavior and also allow an easy means for us to feel like we can do something as players to identify the toxic behavior that makes say, a deliberate feeder, totally upsetting. Those points said, keep in mind the overall thing we look for, is repetitive behavior. So, say you are playing with someone who for no reason, asks all to report you, for like, learning a new champ, or something clearly you are not deliberately going out of your way to do. One game of reports or one bad game where maybe you say something you shouldn't (Depending upon what is said of course) versus a continued pattern of just being a turd, are two different outcomes and actions, on our end.

You see this a lot, but the only issue I have with making it against the Summoner's Code explicitly to do this is as follows: Say someone on your team is being extremely toxic, specifically in a manner that is racist, homophobic, sexist, etc. Now, there isn't a single thing that anyone can do to prevent or lessen that toxicity, there just isn't. Don't you have an obligation to the community as a whole to inform the other team of that and hopefully get that player reported and banned.

My personal stance on it is that I never /all ask for a report (at least seriously, sometimes I'll joke with the enemy team and mine but it's obviously just me messing around when I do). If I believe someone should be reported for whatever reason, I wait until the game is over and then explain it in the post game lobby.

Personally, I will ask for a report for an afk/ extremely obvious feeder( 0-7 elise who only bought health pots and didn't talk, etc) Otherwise, I report the person who asked. That said, I can easily see how it would be a good thing just to outlaw it entirely.

I would agree with you here if it weren't for the fact that everyone tends to leave right after the game is done so you don't have a chance to ask them to report someone.

I personally ignore whoever I plan on reporting so when I ask the enemy team to report someone for something the person I'm talking about can't see my message and this avoids the elevated toxicity issue altogether.

Perhaps a way to view a match's chat logs and would help. After all, the Tribunal includes this to help voters make decisions. This way, one can say something like "/all Please report X for harassment, chat log will show it really clearly." and the enemy team can make the choice to spend time after the game seeing if a report is warranted.

No players would forced to read it all, or even any portion of it. The "view chat" button could fit in a few different places, so the design impact would be relatively low. Any issues with seeing summoner names would be irrelevant, since the players were just in a match together anyway. This could also bring context to some players who choose to afk, feed, or in some other way retaliate against harassment, allowing the enemy team to make more informed judgement calls when reporting.

As it stands, the reporting process is itself insufficient. Many players just want to hit "Play Again", there's the common "This is just my smurf" problem, and it's hard to get enough reports against truly awful players. This will help at least one of those issues.

I would say add another option as well to submit proof to your reporting... something like this screenshot proof

That would be nice, specially when your play style differs from the herd mentality.
