You can do it! I remember the first time I saw a Silver border, I was around level 28 and I was wondering if it was some kind of glitch.

Hey Dude, IK how it feels. I got shot down So... many... times.... But, I'll give you a tip, whether you agree or disagree with it or not is your decision. Find a champ that you like and know has good Pushing, Fighting, and Escape capabilities. Learn them, and then try as hard as you can to play that same champ until you get to where you want to go :)
