Dealing with Lvl'ing up.

I would like to point out and discuss a serious problem within league atm. Your Tribunal System hands on chat restrictions for reasons as petty as telling a teammate that its his own fault for getting caught when he rages at the team. But yet as I am leveling up a new account dealing with feeders and afkers/ragequitters and trolls nothing is done. Riot you ban people for buying accounts I can see why they do it now. To avoid the hassle of lvling up an account within that cesspool of the community. You seriously need to put more effort into dealing with that then worrying about the how someone talks.
