Ashe makes the most sense because she was the top-tier adC for the longest period of time in the season . But vayne still seem the most likely to me fan favorite and all

I would actually argue that Sivir was the most dominant for the longest period of time, and that she's the most likely to receive the skin.

Sivir seems the most aesthetically pleasing with a victorious skin , before championship Calista reveal I would've put all of my money on her getting it. I do agree That sivir has been in a top-tier Placement longer than Ashe, But are you referring specifically to this season ?

Absolutely, the victorious skin criteria is usually the champion who had the most influence in a season.

Sivir is a safe bet, but remember that Riot did only mention that a "Marksman" would get the skin, not necessarily for their ADC play. It could be Kog'Maw for his play in mid.
