There Needs to be a Punishment for Ping spam

First of all, posting in Miscellaneous because I'm not particularly sure where this goes.

So I've just came out of a game where our TF was really annoying. All he did was just spam pings on where our champion locations are. And did it all game. All. Effing. Game. And basically pinged us whenever he was dead, and whenever ping cooldown was off.

Is there a punishment for this? I feel that the fact that he wasn't talking all game probably meant that he was chat restricted. But if you're chat restricted, I feel that you should also take a penalty on amount of pings that you're allowed to use as well, so those that obviously do not want to improve their behaviour cannot annoy the crap out of everyone with their ping spam.

Thoughts?
