Will halloween skins ever go on discount sale?

So annoying seeing these skins never drop in price... has anyone noticed any pop up during the 6 hour sales (missed a few from sleeping so I'm not positive)? So seriously what's the point in even having a harrowing sale if the Halloween skins don't even appear for the 6 hour sale for a random % off? To me that's a misleading title to the sales!
