The Watchers! (Riot contracting idea)

I would like to introduce a contracting or permanent position with Riot Games and I would like to see how you guys feel about it!

With a lack of a tribunal and the rise of the automated ban I think this idea could be a killer. As a "Watcher" (working title) you would be the final line of the reporting system before a ban. Games could be sent to you at the request of a Riot Support to be reviewed. You would proceed to observe the game for toxic behavior. Be it chat related or gameplay behavior. You dont have to be an intentional feeder to be hindering gameplay. We as the watchers can be the hand that extends into the games that an automated ban system cant catch. Observing players and handing down punishments, or not, can help not only the support team from being inundated with players sending them emails about "this malphite fed but you cant tell because he actually has kills and stole my cs all game", but the watchers can help the community and can help the game grow and seperate themselves from the toxicity that Riot wants out of the game for good! I would love to hear ideas you guys might have for this?

Also, I havent figured out a pay structure in terms of contracting or not. It could go as far as having a Head Watcher employed by Riot and then community watchers that they oversee compinsated in RP? Or maybe just a couple or Watchers contract paid per verdict? Let me know how you feel?
