When do Champion and Skin Sales end?

I'm just a little confused because the current sales says it ends on the 10th, and the next sale says it starts on the 10th, so will the "10/07 - 10/10" sale end at midnight on the 11:59 pm on the 9th and the next one start at 12:00 AM on the 10th? I was hoping to get Officer Vi, but I can't buy any rp until the 10th.

The previous sale said 10/3 - 10/6, with the next(current) sale starting on 10/7, so obviously the changeover is at midnight on the 7th, but I'm confused by the current one ending on the 10th and the next one starting on the 10th.
