Taric is viable. I find success with taric top against zeds, yasuo and teemos. Ap taric is not the way to go. However, full armor taric does damage.

aaronconlin1 votesWell Taric's damage on Gemcraft and Shatter deal damage based on his armor. Plus, most of Teemo's damage actually comes from his auto attacks.
Teemo's attacks will be slowed, so he will do less damage overall, your Gemcraft will do a ton and proc frozen fist
