Kappa Calling it. Its still gonna have worthless low base damage (250 rank 1 magic damage... remember most people have around 20%-30% MR on base stats alone by level 6)

Jinx ult does over 500 fucking damage rank 1

graves ult is 300-400 rank 1. Like what do you even do against these other champions with short-medium ange ults that deal damage? oh right. nothing. because her ult is still so worthless and lack luster.

you could even give it percenteage damage but it STILL DOESNT MATTER because its magic and doesnt scale with AD

broken supports that ARE NOT blitz now exist so you'll never leave your turret all game without getting dunked by X skill shot thats hard CC because your base MS is still 325.

Or, you know, stun them, with the only global stun in the entire game. There's a reason ECA has such low damage, and that is because it stuns.

Each of the 4 global ADC ults has a different purpose to them: Ezreal's has a low cooldown which can be reduced with a basic skill. As such, it can effectively be used to waveclear, and it damages minions as such. Draven's crosses the map twice, but also is limited were you can chose how far to send it out. Jinx's is a global execute, which fits her theme of blowing everything the hell up. Ashe's is an initiation tool or a kiting set up. Use this at the beginning of a teamfight and your team can clean up all 5 of the enemy before they have a chance to react.

Now imagine if that last one also dealt a large amount of damage, which would only be increased as the Ashe built her primary stat. Not only do you have to worry about her team collapsing on you when you get stunned, but also you have to deal with a ton of damage on top of that

zero damage.

Her ult has damage; you can easily snipe a low health fleeing squishy. But that isn't the primary purpose of the ECA. As stated in the rework page, Ashe is meant to be the utility ADC, and as such, her ult has more utility than damage. Jinx and Graves are not meant to fill that role. Jinx can blow everything up, but has meaningful consequences if you get past to her (or at least she should, but that is another point, and why they nerfed her close range SMDR damage). Graves is a burst ADC: he will quickly (i.e., in a matter of one or two abilities) wipe out the squishies on the enemy team. Neither of them has that much CC; it is either delayed, dodge able, or not that powerful of a CC to begin with. Ashe (even more so on the new Ashe) has a perma slow with one of the highest base AA ranges in the game, and a global AoE stun+slow that can be used to either engage -OR- disengage on a fight

Unlike Jinx and Graves her ult can completely turn a losing fight into a winning one by simply stunning a carry. Jinx and Graves are very different from Ashe in how they're supposed to be played. This rework is major buff to the actually considerably strong Ashe, they really buffed her hard. If you don't understand that a Global Stun with high base dmg can't scale with AD as that would be broken then I don't think you understand Ashe very well.
