Language packs availability based on region

As an experienced league of legends player and a long time fan of the game, I feel like Riot's current vision on language pack is unfair. The language packs are already done and in fact were functioning just fine before the company decided to remove them. If this is in any regards with communication issues with players where Riot wants to make sure that everybody talks in English, sure, I definitely agree that communication is key and I don't want to disregard that rule. That being said, North America isn't just USA. Actually if we go even further than that, NA has English as an official language but in reality Spanish, French, English, Mandarin and bunch of other languages are used everyday. It is one thing to ask players to type English in game, which I agree with. But to ask us to only have access to English is just inconsiderate for minority groups and honestly strips us away from a better game experience at virtually no expenses for Riot, so what's the issue?
