Is changing splash art/champ thumbnail pics a bannable offence?
Google gives me no definite answer. Would Changing splash art/thumbnails be bannable?

Generally, harmless client modifications are the sort of thing that Riot doesn't spend a lot of time tracking down and policing. There's an active reskinning community for LoL.
But I'd be careful to make sure to stay on the 'harmless' side of things, just in case.
