My team is losing 3-52. I tell them to just surrender and get it over with. The game drags on for another 20 minutes. I get reported for a negative attitude. I'm now chat restricted for 22 games.
Does anyone actually read the chat or look at the scores when making these decisions? I feel if anyone that should be banned it's the people that reported me for wasting my time. Nobody will probably listen to this thread, but oh well. 
No one gets chat restricted because of one game. No one gets chat restricted after two or three games either. You need multiple games of being a jerk to get chat banned. It's gotta be an obvious every few games you get reported for language or harassment or whatever to get chat banned. Your best bet is to try and get through your next 30 or 40 games without getting reported at all and it will just be a minor stain on an otherwise clean record.
Yea that's what it's been. Every few games I encourage my team mates to surrender when it's obvious we've lost. I'm just saying I shouldn't be chat restricted because of this. Nobody likes their time being wasted. The whole never surrender idea is ridiculous. If anything ban people that are actually toxic towards their team mates.
I strongly suspect that either a) calling for surrender has nothing to do with why you're being reported/restricted, or b) you're calling for surrender in a fairly toxic way.
Ignoring A, because there's no way for me to have any idea about the validity of it (or what you could do about it), I'd recommend taking a look at how you ask for surrenders. Approaching people from the right perspective helps a lot. You may have more luck with lines like "Can we go ahead and surrender? They're just toying with us, and it's not fun anymore," before you call the vote.
