Due to the stealth changes to the roster, they needed to change her until they can get to her with the VGU schedule.
The safest order for the passive is heal then damage. You'll almost never be going in on full HP so it's always useful. If the damage was first and the heal second there'd be low-health initiations where she would die since she cancelled/didn't get off the second auto. E lowered cd is so she can effectively weave it between her spells and last-hit with it.
