Why stop at Chroma Packs?

Could Chroma Packs eventually evolve to include particle changes as well? Sort of like Premium Chroma Packs. Or just Particle Packs. Releasing them as just particle packs could allow people to use a chroma skin in conjunction with a particle pack for a fairly unique outcome. This could also solve the issue of making cool, but affordable skins. I loved Annie's valentine skin, but I wished the particles were pink (like many other summoners). With particle packs, you could release 750 RP skins so that summoners with less money to waste get to enjoy the skin, and then summoners with extra money to waste can further alter the 750 RP skin with a particle pack.

I believe particle changes are a lot more difficult than the base skin color of a champ. I could be wrong, though.

Hmm, that's actually a good idea.

Similarly, they create lower tier skins, and let people choose to upgrade them up 1-3 tiers (though not every tier price is available for all skins). Each tier upgrade would simply come with the bonuses that always come with that tier, such as special recalls or particle effects.

That won't happen. They have said they don't want to many particles changed due to "Clarity" reasons. I would prefer less way of Nickel and Dime'ing players as well.
