Will there be a server in Africa in the foreseeable future?

Living in Africa I have a rough time playing some characters that require very fast reflexes and response time in comparison to others who have never had ping higher than their armour values. Me and everyone else in South Africa/Africa has a good game when our AD or AP value is higher than our ping which usually sits at anything from 160-400ms on a regular basis. Often times I see people saying that the EUW servers are so terrible (the servers with the lowest ping for us Ebola victims) but we never noticed because we have always had lag issues and constant disconnects. There is a huge player base in South Africa and even DOTA 2 has a server here. Would it be too much to ask for a server down here? I mean even Turkey has one -.-
