I am not complaining or whining, I am legitimately asking because I can't think of a reason. I only have like 10 champions and I don't really want to keep playing the same champions over and over again. But if I play Free Rotation Champions, it tells me I can't get Loot stuff.
probably to encourage people to buy more champions and potentially buy RP to get those champions more quickly

As LegendaryLemur stated, it's a bug. It's also very low on the priority list since its been around for months.
Because champion benefits were decided to be limited to champions you own, there really isn't a logical reason other than too many opportunities to passively get chests would hurt Riot from a sales point, which they have the right to decide on.
