Kick a player in lobby

Hey guys. I just want to address the issue of trolls in lobby games, also known as instalockers, spammers, etc. When you finally get 10 players willing to play Rift, you invariably have that one player that locks in a champ the moment they join the room, then proceed to either: a) ignore all lobby chat calling them out, or b) start to rant about their platinum smurf account and how they will carry the game

Currently the only way to prevent a game with such a player is to leave the lobby and face the 5 min Leaverbuster penalty/ loss of streak. I understand the need for that penalty, but I feel that it is not applicable in this situation. This is an issue that's been around since forever and I would like to propose an alternative solution: Vote Kick a player. Very simply, a vote is called and if 4 players agree that they do not want to play with the 5th player, the lobby is disbanded with no penalty to any player. When any given player is kicked in this way numerous times they face a penalty.
