What champion's legacy skin is this?

I have no idea who's skin this is. I've looked through the legacy skins in the vault and couldn't match anyone. This image was taken from S@20's 7/18 PBE Update post.

Dynikus1 votesIt looks like nottingham ezreal to me. The picture's kind of small though, and I've never seen the shard for it, so it's kind of a guess.
Luluco1 votesSadly his attire is completely black, doesn't have his doritos on his face or his goggles, and his splash art doesn't seem to be changed yet. I wouldn't think it would have a different splash for a skin shard either.
