This is a chat restriction. Chat restrictions are given out when you show higher than average levels of toxicity in your games.
A good example of this is what you've mentioned below - all i really did say is rekt nub get good cuz he was 0-10 and he killed me and he said REKT u noob.
If you don't have anything nice to say, it's better to say nothing at all. However, I to encourage you to communicate with your teammates, and even let them know when they're doing something awesome, such as getting first blood!
Chat restriction. It's most likely from you saying things you shouldn't have in chat.
Be polite before, during, and after games, and it should go away. It might stick around longer than 27 games if you haven't improved enough, but just keep being polite and you'll be ok.
its called a chat ban you get them for toxic behavior

just make a new account any time you are chat restricted. then you can say whatever you want and their reports have no power over you.
