Is RNGesus in Hextech Crafting re-rolls a positive ideal?

Tl;dr : to re-roll (skin shards) in its current state, or not to re-roll? That is the question. Anyone who would frequent the boards surely knows how hextech craftinng works. In case someone new trying to learn more about the game is coming through and DOESNT know, here's the skinny: when ou play a game and you or a teammate achieves an "S" tier on their performance, you are awarded a chest for that champion. You are eligible to chests equal to the number of champions in circulation per year, limited to a certain number a month. You can also buy chests in the shop as well as keys to open them. Keys are earned by playing and winning games. Playing with friends slightly increases the amount, but it is undisclosed how large of a percentage increase that is to the general community. Once a chest is opened, you are given:

  1. A champion shard (and blue essence, depending on the cost of said champion)
  2. A skin shard of random variety, including seasonals, and shards of any cost (390-3250). Obviously, the higher the cost, the higher the rarity.
  3. A ward skin shard. ~4. Gemstones can appear on any of these opening and are used to make more chests/keys or are saved to craft special skins (currently hextech annie, soulstealer vayne, dreadnova darius.)

My question more revolves around the ring based options with skin shards. Skin shards need to be disenchanted to make orange essence to actually turn those shards in the bonafide, usable skins. Naturally, the higher the cost, the higher the essence. Alternatively, you can re-roll 3 skin shards into a random skin permanent. In asking @RiotSupport on Twitter, the re-roll process is TOTALLY random. For example, if I had a PROJECT:Yi skinshard, a reaper speaks skin shard, and a Iblitzcrank skin shard, (1820, 1350, 1350 in value respectively), should my chance of rolling an epic (1350) or higher skin increase? Personally, I believe it should. As someone who already owns project Yi and Iblitzcrank and has no intention of using the sparks skin properly, I would like to take my chances and re-roll a skin of that value, that I don't own. I understand that this would cause a supply-demand predicament for riot to even consider, but I was curious as to what Rioteers or my fellow leagueonians thought of a potential quality of life change to the re-roll system? I understand that it is rarely used unless a large number of skin shards have been amassed (usually by people who play enough to amass them), and some changes towards a cost-based roll algorithm could be useful? Maybe?

I think I got Commando Jarvan from rerolling 3 random skins I didn't want... I don't even own Jarvan.

I now break all skins into shards and just hope I get a good skin out of the boxes to perm. I have Final Boss Veigar shard but I'm kinda waiting for Divine Soraka or Vandal Brand.

Edit: Maybe they could give us like 3 champion permanent to choose from when we reroll shards. They could reflect the values destroyed (Or maybe 1 tier less.) :P
