PBE

So, I thought that when Rito picks people to go onto the PBE, they pick people that play the kind of champs that they are trying to test on the server at the time. So when I heard that the Yorick rework was live on the PBE, I was really excited to play him again, and figured with my 30k or so mastery and level 6 on Yorick, I'd be able to get it, but no, I still lack that fateful email telling me I can download the PBE client from there. So my only question is: Why not?
