Rank apart dou.... Why?

Why are people allowed to duo if they are a whole rank separated. I mean 3 games in a row i have duo bot lanes where the ADC is proper rank and the support is a whole rank behind for example silver 4 duoed with a bronze 5 support i feel like that shouldn't be allowed as it ruins the chances of that team winning.
