Low levels shouldn't have to face people with keystones

Trying to level a new smurf to 30. My goal is to win games FAST so I can play ranked.

the BIGGEST issue i'm having right now, is I'm in a mirror match against a leblanc, however she is level 20 with a full ap rune page, thunderlords, ignite, and flash. I however on the other hand am level 7 with absolutely nothing. I get the whole "The new people need to unlock stuff as they play, because its overwhelming" (actually I don't but lets say i'm respecting it for now) but how do you suppose this is fair? If its not fair for me than it is DEFINITALLY not fair for an ACTUAL level 7.

Lastly this guy is saying hes a silver 4 adc main. So basically, a plat 1 on one of his best champs can't 1v1 a silver 4 because of lack of runes, masteries, and summoner spells.
