How do i find someone who have changed his name?
Very long time ago my account was perma banned and in that account i had a very good duo friend , ....... But now cant find him anymore..prolly changed his name
How i find him .. is there anyway?

Maybe if he made a post on the boards that you can find. Otherwise, I don't think so.
Sometimes you can do a search on a third party website for the old name - if the old name has not been claimed by someone else, then it will direct you to the new name/handle.
If you go to the league of legends match history site and type in his old name his new one will pop up (unless someone new has taken his old name)
