Fallout 4 Mankind Redefined Bug Help

Stuck on the part where you have to talk to Father. He will not begin the directorate meeting. Nothing works, not sitting or talking to any of the other NPC's. Does anyone have a solution to this? Im on console so dont even suggest console commands. Please Help
