Normal Matchmaking Suggestion

I only wanted to suggest a simple idea that'll only allow players level 30 to play with other level 30 players. I'm only level 25 and it seems like it's getting harder to win games because I'm nearing level 30 and am having to verse highly experienced summoners who are level 30... Sure the level difference isn't that big, but for actual new players like myself having to go up against gold and diamond players isn't fun. And I understand that there are tons of experienced players creating new accounts(smurfs) to dominate new players for whatever reason, but at least it's a little more balanced when they don't have a ton of champions with dozens of rune pages. The only games I'm winning are against other amateur players or when I'm getting carried by good players on my team. This would only affect new players in helping them a bit more.

Wasn't sure if I wanted to re-post this idea since Riot takes the time to delete this post, and send me a message telling me where to post this instead of simply moving it to the correct sub-section like other forum communities... so they probably wouldn't even care about the feedback/ideas we give, but I'm just curious to hear what other people think.
