I do not think I've been in a game where at least one person wasn't reported
I really don;t even know what to say about it. I do not think I have ever played a game with as much reporting going on as this one

Because they make the report feature so accessible and people literally have nothing to lose clicking the button. Doesn't matter to them if it's a false report, it's giving them peace of mind knowing that who they're reporting MIGHT get banned.

It's a moba: half the players are toxic, and half the players are grownups.
Which means half the players will get ticked over an insignificant loss and report based on totally inconsequential factors, and the other half will report because the first half have issues...
... Which is why Rito has several report categories that are pretty much ignored in all tribunal cases. It's a quick and dirty way to funnel all the crap ragaholic reports into the trash can.
Every once in a while I receive an alert that I've been reported. Still no bans. I don't think too much about it. Meh, some of them might have been SLIGHTLY legitimate, in that I can get a little bit snippy with people who are too assertive about how to play. But I don't throw around blatant insults, and that's probably why I stay in the green.
But that, in effect, is why there are reports practically every game. And yes, it's sad... I've stopped thinking about it so much in game. I just play. So it doesn't bother me enough to leave LoL.

According to Lyte, the average player is reported in between 1-5% of their games (false reports are also in this number).
Assuming everyone in your game is on the high end of the spectrum (being reported 1 every 20 games), and staggering them out so that only one person is reported per game, then every other game should have no one reported in it.
