What does that icon on the Taric skin mean?

It means the skin is legacy and is in the vault making it so it is not availible in the store.

I think they should look at the gameplay for themselves. They can see the updated model on Surrender at 20. Your post comes off as sarcastic and it doesn't actually answer the question that was first posed. The question was about the icon, not the skin itself.

Lol, there was nothing sarcastic about it. It is very solid advice to not buy a champ that is getting a complete update.
