Kick function ingame and report function in Champion Select

I don't like the idea to kick, even if it's vote to kick. Don't like the champion someone picked? Kicked. Doesn't sound fun.

As someone could simply dodge the lobby and you'd not be able to report them if you didn't do it in time, I have an alternative for reporting champion select harassment;

You know the "Recently Played" tab in the social pane? Have it include everyone you were in champion select with in games that were dodged, and allow you to report from there. Also, have that save everyone you've played with in the last X hours, because if you dodged it normally clears when you close the client.

As for kicking players, well...it's not right to punish people before they commit an offense. They can tell you they're going to troll all game, but unless they actually troll then they haven't done anything wrong except annoy you.

How would that even work?

You'd have to pause the champ select after they were kicked to look for another person. If that person is a duo, would it kick both of them?

You'd also have to require 3 votes instead of the 4 it takes to surrender a game, or else the duo queue has full control
