What is the point of the unskilled player report option?

Who does it help by banning someone because they aren't good yet? Everyone has a learning curve and banning someone mid swing could cause them to quit the game entirely. It seems to only cause team anger because a support takes one minion from the wrong adc, then it all starts to spiral out of control.

Apparently it helps to calibrate matchmaking. Nobody is or ever has been punished because of that report option.

If it does anything, it's reduce their MMR so they get matched against less skilled players

A rage trap and lowers MMR, but the latter depends on an algorithm.

If enough people report it, instead of a punishment someone would normally get, it lowers their MMR. Which doesn't hurt the person in question at all.

It's also a placebo type thing. It makes ragers less angry.

They don't get punished by it, reporting someone as Unskilled just lowers their MMR a bit. I used to get tons of people saying to report me unskilled. Five matches (or so) later I got a Godlike and camped a Yasuo asking what his W did, and ten matches (or so) after that I was around back to where I was before, doing a lot better than 2/13/1

Just to clarify... unskilled reports, if received frequently, will slightly reduce your normal mmr. It has no impact whatsoever on ranked.

It doesn't ban anyone, it's just a feedback on the MMR system. Unfortunately, it's not "report unskilled/overskilled".
