wirh Riot skins they usually have them available when a Gaming Event is on, but it wasnt available during PAX East this year, so im going to assume it will be up during one of the Tournaments. remember you can also get it from Mystery Gift, plus we currently having a 2x higher chance of getting "better" skins!

Tournaments like MSI although for that they are having the Winners skins available from Worlds, so im going to assume that for Riot skins we will probably have to wait till Worlds, but nothing has been said, so we can only wait and assume!
